For the sake of controlling them, yes.
For the sake of leading them, no.
There is an easier ride and fewer variables in controlling people. (A dictatorship). But eventually the people come to resent it and revolt.
Leading is harder. It is a form of relationship and has far more variables to consider.
Consider that keeping people ignorant and uninformed is a form of soft dictatorship.

It’s in our beloved nation’s interest to keep the enemy ignorant, stupid, & in their underwear. With two parties that see an opposing half of the country as their enemies, the overlap means everybody’s suspect!
Oh and also they should have some secrets, like where they keep the nukes & saucers.

Like @griz said, dictators control by keeping their people ignorant, stupid and unaware. Trump admires Putin, Putin is a dictator. Russia’s “president” and his inner circle controls the media. There is no Free Press in Russia. Trump is always calling the legitimate news, “fake news”. Trump is trying to crush the free press.
Right after Trump was elected, groups of people got together to move many on line facts such as scientific research and data to Canada’s internet; with the fear the Trump administration would erase it. The Trump gang have already removed much of the Climate Change data from the The United States Environmental Protection Agency site (EPA).
In the 80s when AIDS started spreading, our government under president Ronald Reagan didn’t help at all. The disease was first discovered in 1978, and the term AIDS was created in 1982, after 853 Americans had already died. Reagan didn’t mention the word “AIDS” until 1985, only after a reporter asked him about it. Our country was left in the dark as to how it spread etc. That created a whole lot of misinformation, which created fear and caused all kinds of hate.

@Gina there is another piece to this. African American children struggle behaviorally and academically in the education setting. this is largely related to the fact that they aren’t privy to the same resources as their white counterparts. their parents don’t have the same access to resources nor do the children have access to safe outdoor recreation. Additionally, many black children are raised in what is known as a natural growth environment, which has positive benefits to be sure, but one of the deficiencies when it comes to school is they aren’t raised with a lot of schedules and structure which causes them to lag behind in an institutional setting. Now why do you think the white men in power wouldn’t be doing something to change this?

If we are talking about trash politicians, stupid. Stupid people can be looking at the truth point blank and still believe the politician. They could “stand in the middle of Fifth Avenue and shoot somebody” and still would be followed by some stupid people. Ignorant and unaware people can change. Stupid, that is a little more permanent, though I can’t say a lost cause.
